The occurrence of events of disasters is in growth in these last years, related with the increase of readiness and quality of the humanitarian attendance, also with the control of the assigned resources, the effective arrival, competent to the final addressee, before, during, after each event and in this sense it has been developed models, not effective, not efficient in its to work. In short he/she intends a tools for the coordination of the humanitarian attendance among the actors.
