Abstract

The article analyzes the role carried out by process managing in the public sector, emphasizing in the citizen participation process for contributing to the improvement of the Local Organs of the Popular Power. It exemplifies its application through the process and functional maps. In order to fulfill such purpose, the investigation begins with bibliographic revision related to the topic, with the intension of finding the positive elements of this management strategy. Further, the citizen participation processes for the preparation of the processes map are defined and classified, identifying the essential activities to be included in the functional maps of each by process and the disconnection among the functional interfaces. Finally, it is shown that the managing by processes constitutes a basic tool for the efficacy of public administration, being the map of processes a contribution to continuous control on the essential elements of the participation.
