Technology of drought risk management for decision making

Abstract

Environmental risk management provides a preventive vision for socio-economic development in face of a changing climate. In this paper a technology for risk management at strategic and operational levels is proposed as essential support for decision-making to events of natural origin such as drought. The system dynamic simulation was carried out from the theoretical modeling of process; in addition, intelligent data mining techniques were used in the design of custom software. A technology that consists of a conceptual model, a continuous improvement procedure on environmentally sustainable bases and SIDecision computer platform, which centralizes management. Interpretations of statistical parameters demonstrate the quality achieved in decision-making regarding risk management for a case study in Cuban territory, after the technology has been implemented.
