Abstract

Tourism and local development are current topics in scientific literature and at the government level. The updating of the Cuban economic and social model takes advantage of municipal autonomy to ensure successful local development that guarantees the improvement of the quality of life of the population, where tourism is relevant. Therefore, the objective of the article is to design a procedure that favors the implementation of the integrated management model of tourism activity in local development, led by the government in Holguín-Cuba. Theoretical methods such as analysis-synthesis, inductive-deductive, and historical-logical were used.  Highlights: participant observation, expert consultation, and interview, in empirical methods. A model and procedure were obtained that allows local governments to make decisions based on integrated management of tourism activity, which contributes to the development of the territory.
