Abstract

Companies in countries with developing economies face unique challenges, which are exacerbated in Cuba by an economic blockade, creating a need for managers capable of adapting to uncertain and complex environments. The objective was to propose managerial competencies for industries operating in contexts of economic and regulatory constraints. Theoretical models, Cuban regulations, and case studies in similar contexts were reviewed. Four types of critical competencies were identified: technical, conceptual, interpersonal, and ethical-political. The competency matrices and the prioritization matrix were designed, taking into account the level of mastery, importance, and difficulty of implementation. A grading of competencies was defined based on the degree of skill existing in individuals. It was concluded that managers in constrained contexts require a hybrid profile: technically skilled, adaptable, and politically astute.
