Abstract

The political will of the Cuban government to lead development, using thoroughly the knowledge and results of scientific research in all areas, require a study of the real potential of university Centers to impact society. The effectiveness of knowledge management and innovation in the strategic planning of the Ministry of Higher Education is evaluated in two different periods - 2012-2016 and 2017-2021-, with the aim of improving the participation of the organism in the System of Science, Technology and Innovation at the national, sectoral and territorial level, and increase its impact on sustainable economic and social development. Through documentary analysis of international trends, different empirical methods and a case study, favorable experiences were systematized on the contributions of research and innovation in higher education in its connection with the productive sector and territories, and recommendations are made with a view to period 2021-2026 and 2030 in coordination with the Government's innovation management.
